Academics from CIVIS member universities are invited to engage in transnational cooperation with their peers and elaborate innovative Blended Intensive Programmes (BIPs) proposals to take place in the academic year 2027/ 2028. This new call builds on the foundations laid over the past years, with more than 250 implemented BIPs and thousands of participating students.

A Blended Intensive Programme (BIP) is a format of Erasmus+ mobility, in line with the alliance’s approach on organising and funding educational activities.
Every BIP - developed, organised and taught by academics from at least three or more CIVIS member universities - combines online teaching with a short period of physical mobility, an innovative format which opens up opportunities for international study. An ambitious educational program that allows you to make links with your research and raise visibility to your faculty, laboratory, institute, territory, partnerships.

Who can propose a BIP?
Applications for CIVIS BIPs can be coordinated and implemented by academics/ teaching staff from any of the 11 CIVIS universities in Europe and of the 6 associate member universities in Africa.
Categories of participating academics/ teaching staff in a CIVIS BIP:
- Programme coordinator(s)
- Local academics/ teaching staff
- Visiting academics/ teaching staff
- Guest speakers/ teaching staff
Roles that partners can take in the BIP projects:
- Coordinating university
- Receiving (hosting) university
- Sending university


Themes, Content and Elements of good practice
The BIP should be related to one of the 5 CIVIS challenges and their related thematics:
- Climate, Environment, Energy
- Society, Culture, Heritage
- Health
- Cities, Spaces, Mobility
- Digital & Technological Transformation
Include, where possible, themes not only relevant for Europe, but also for Africa and/ or the Mediterranean Area, especially if members from CIVIS’ Associated Member Universities are included in a BIP partnership. BIPs can cover more than one thematic area, where inter-topic and transdisciplinary approaches are encouraged.
BIPs should provide a new perspective upon teaching and learning practices, as an added value in comparison with other programmes or courses, through innovative approaches such as:
- specialised content not taught somewhere else;
- transnational and transdisciplinary curricula;
- innovative ways of teaching and learning;
- research-based education;
- challenge-based approaches that tackle societal challenges;
- modern approaches to learning through physical and virtual mobility.
This short mobility programmes can allow the teaching staff to exchange views on teaching content and new curricular approaches, to test innovative teaching methods that could eventually become part of a newly devised joint course or curriculum in an international classroom environment.
The programme should include, when possible, guest speakers from government departments, non-governmental organisations, local, regional, or national representatives, decision or policy makers, private sector, and civil society representatives a to present their views on relevant issues.
Application Pathways
New edition (“fast-track”) pathway
Open to submissions for a new edition of CIVIS BIPs implemented during the 2025/ 2026 academic year, if:
- at least one of the coordinating academics has participated in the evaluation process of the CIVIS BIPs, consisting of a survey conducted by CIVIS Coordination Office and CIVIS Education Unit;
- the previous edition of the BIP has been positively evaluated by the participating students.

Open to BIP proposals submitted for the first time in CIVIS or resubmissions of previously implemented BIPs that do not meet all the eligibility and evaluation criteria states for the New edition (“fast-track”) pathway.

Application process
To apply, fill in the online application form according to the call objectives and description by 26 November 2026, 23:59 (Brussels time).
Letter of Intent
Before submitting BIP proposals (both pathways), project coordinators must ensure they have the formal written approval of ALL involved higher education institutions (faculty/ department/ school) and the respective Erasmus+/International office (based on internal regulations at each university), via Letters of Intent, using this Letter of Intent template included in the call. The signed letters must be submitted with the BIP application and is part of the eligibility criteria. Make sure to collect signatures early in the process, as internal validation processes may take time!
Programme Implementation
The selected Blended Intensive Programmes will be implemented during the 2027/ 2028 academic year, according to the below calendar. The project and student selection will follow the methodology described in the present call document.
Implementation calendar
To ensure adequate promotion and smooth administrative students mobility management & enrolment, the following calendar is to be respected:
- Deadline for submission of BIP projects: 26 November, 23:59 (Brussels time)
- Evaluation of submitted projects: 1 December 2026 – 15 January 2027
- Validation of evaluation results: February 2027
- Notification to applicants: end of February 2027
- Content submission for BIP catalogue: 1-15 March/ 1-15 May 2027 (depending on the implementation period)
- Application period for students: April / October 2027 (depending on the implementation period)
- Students eligibility check: 4 – 15 May 2027 / 2 – 13 November 2027 (depending on the implementation period)
- Students selection by BIP coordinator(s): 16 – 31 May 2027 / 14 – 30 November 2027 (depending on the implementation period)
- Notification of students: 1 June / 1 December 2027 (depending on the implementation period)
- Earliest starting date of the BIP: 1 October 2027 / 1 February 2028 (depending on the implementation period)
- Latest ending date of the BIP: 31 March 2028 / 31 July 2028 (depending on the implementation period)
- Evaluation of BIPs implementation: April-May 2028 / July - September 2028 (depending on the implementation period)
